WINS ASSOCIATION FOR COMPUTING MACHINERY (ACM)
1999 OUTSTANDING CONTRIBUTION TO ACM AWARD

New York, January 27, 2000...The ACM announced that Dr. Ronald F. Boisvert, with the NIST, is the winner of the 1999 Outstanding Contributions to ACM Award. The award is presented annually to individuals who are selected based on the value and degree of service to the ACM. Dr. Boisvert is being honored for leadership and innovation as Editor-in Chief of the Transactions on Mathematical Software (TOMS) journal, and exceptional contributions to the ACM Digital Library (DL) Project.

As Editor-in-Chief of TOMS, Dr. Boisvert streamlined the handling of manuscripts by making the entire process electronic. He created a Web page for the journal which was used as a model as other ACM journals came online. In addition to his editor-in-chief role, Dr. Boisvert has served on the ACM Publications Board since 1995, not only representing TOMS, but also serving as the Board's Information Director. Dr. Boisvert held the post of TOMS Associate Editor prior to his current editor-in-chief position.

Dr. Boisvert also assisted with the ACM Digital Library (DL) project. He built the first DL prototype. developing tools to automatically generate the Tables of Contents pages and "home page" describing the hundreds of individual articles for each of ACM's 17 journals. He also designed the underlying directory structures that support the generation of Web pages and delivery of full-text of journal articles.

This key infrastructure work enabled ACM to jump-start its DL, establishing it in only a few years. In many respects, Dr. Boisvert was the unseen hand behind the ACM DL, which today contains a massive amount of searchable and downloadable text from ACM's leading computing and technology journals and magazines.

Dr. Boisvert leads the Mathematical and Computational Sciences Division of the Information Technology Laboratory at the NIST. He received his Ph.D. in Computer Science from Purdue University in 1979, and has been at NIST since then.

The award will be presented to Dr. Boisvert during its annual awards ceremony on Saturday, May 6, 2000, at San Francisco's Fairmont Hotel.
