The annotated bibliography presented here contains substantive articles on offshoring and related issues. It is a by-product of the work by the ACM Job Migration Task Force, and is a companion to ACM's report on Globalization and the Offshoring of Software Services. The bibliography also includes some general works that were used in the course of preparing the report. The literature is vast, and this bibliography represents only a small selection of all that has been written on the topic of offshoring of software and services.

Each bibliographic entry is annotated. Most of the annotations were prepared by the compilers of the bibliography, but some were copied from the works themselves. We have not generally used quotation marks to indicate that an annotation was quoted directly from the work being cited. Instead, we have noted the fact at the beginning of the annotation, by such wording as "Abstract" or "From the Paper". Occasionally an annotation uses quotation marks or square brackets to make clear that a portion of the annotation is quoted directly from the work cited and the remainder was written by the authors of the bibliography. In quoting from the works themselves, paragraphs are run together to save space.
