ACM Signs Transformative ACM Open Agreement with Canadian Regional Consortia
New York, NY, September 10, 2025— ACM, the Association for Computing Machinery, the world’s largest computing society, has signed a transformative read-and-publish agreement with a group of eight Canadian regional library consortia, representing 72 institutions across the country. This new three-year agreement marks a significant milestone in advancing Open Access to computing research in Canada.
Through this partnership, member institutions will gain Premium Access to the ACM Digital Library–ACM’s comprehensive collection of computing and information technology literature. This includes access to the ACM Guide to Computing Literature, a robust indexing service covering more than 8,000 publishers, along with a wide range of tools to support research, citation and scholarly discovery. Authors at participating institutions will also be able to publish an unlimited number of Open Access research articles in ACM journals, ACM conference proceedings, and ICPS Proceedings, all without article processing charges (APCs).
“This agreement reflects the power of regional collaboration in expanding access to academic publishing,” said Scott Delman, ACM’s Director of Publications. “We are proud to work with this group of Canadian consortia to support Open Access publishing and increase the visibility of research coming out of Canada.”
The agreement includes the following participating consortia:
- Partenariat des bibliothèques universitaires du Québec (PBUQ)
- British Columbia Electronic Library Network (BC ELN)
- Council of Atlantic Academic Libraries / Conseil des bibliothèques postsecondaires de l’Atlantique (CAAL/CBUA)
- Council of Prairie and Pacific University Libraries (COPPUL)
- Manitoba Library Consortium, Inc. (MLCI)
- Ontario Colleges Library Service (OCLS)
- Ontario Council of University Libraries (OCUL)
- The Alberta Library (TAL)
Participating universities include national leaders in computing research such as the University of Toronto, the University of Waterloo, and the University of British Columbia, along with institutions from a broad spectrum of academic and research communities.
Authors at these institutions will benefit from enhanced global visibility for their work through Open Access publication, while the wider research community gains immediate access to Canadian contributions in computer science and related fields.
Since the launch of ACM Open in January 2020, more than 2,700 institutions worldwide have joined the program. This new agreement with Canada’s regional library consortia reflects ACM’s ongoing commitment to expanding global access to computing research and supports its goal of making all publications fully Open Access by January 2026.
